Council Meeting update 19 December 2019

Strengthen economic growth and prosperity

Development Plan (DP09) – 77 Gibson Street, Leongatha
Council adopted the Western Leongatha Residential Growth Area Approved Development Plan for the land at 77 Gibson Street Leongatha. Council will seek authorisation from the Minister for Planning to prepare and exhibit a Planning Scheme Amendment.

Prom Country Regional Tourism
Council will seek independent advice as to how to best manage the associated entity known as Prom Country Regional Tourism, its assets and creditors and consult with Consumer Affairs Victoria about how to manage Prom Country Regional Tourism when it may not have a quorum of active Committee members.

Council will receive a further report on Prom Country Regional Tourism at its February 2020 Meeting.

Improve South Gippsland’s built assets and value our natural environment

Funding Applications – Great Southern Rail Trail
Council will apply for $500,000 from the Victorian Government’s Regional Infrastructure Fund for the Great Southern Rail Trail Extension Project – Leongatha to Korumburra.

Council will apply for $800,000 from the Victorian Government’s Local Sports Infrastructure Fund – Strategic Facilities stream for the Great Southern Rail Trail Extension Project – Korumburra to Nyora.

Council will continue to identify grant funding opportunities to support the development of the Great Southern Rail Trail and to work in partnership with:Cardinia Shire Council, City of Casey, and Wellington Shire Council to extend the Great Southern Rail Trail; andBass Coast Shire Council to develop a spur link from Nyora to the Bass Coast Rail Trail.South

Gippsland Coastal Strategy 
Council adopted the South Gippsland Coastal Strategy Overview and Background Report for the purpose of public consultation and resolved to undertake community engagement from 18 December 2019 to 28 February 2020.

South Gippsland Planning Scheme – Environmental Audit Overlay
Council resolved to seek authorisation from the Minister for Planning to prepare a planning scheme amendment to include high risk land contamination sites in the Environmental Audit Overlay of the South Gippsland Planning Scheme and exhibit the amendment to affected landowners.

2019/20 Capital Works Program Amendments
Council approved a number of amendments to the 2019/20 Capital Works Program.

Petition Response – Leongatha Autobarn Car Park Lighting
Council allocated $20,000 to the development of the 2020/21 Annual Budget for the installation of lighting at the car park adjacent to Leongatha Autobarn and will write to the lead petitioner to advise Council’s decision on the petition proposal.

Korumburra Community Hub – Release of Concept Design for Community Information
Council noted the completed Korumburra Community Hub concept plans and made the plans available on Council’s website. Council will advertise the Planning Permit for the development of the Hub early in 2020 and display the plans throughout Korumburra including at the Library and Senior Citizens.

Mirboo North Pool Redevelopment Project – 2018/19 Community Sports Infrastructure Loan Scheme – Terms and Conditions
Council authorised the CEO to endorse the loan agreement T&Cs with Treasury Corporation of Victoria through the 2018/19 Community Sports Infrastructure Loans Scheme for the Mirboo North Pool Redevelopment for the amount of $3.6 million.

Council authorised the CEO to enter into the loan agreement with Treasury Corporation of Victoria for the amount of $3.6 million.

General Local Law (Amendment 1 2019) – Consultation Update
Council discontinued the consultation process for General Local Law (Amendment 1 of 2019) at 5.00pm on 18 December 2019 and will give notice in the Government Gazette and public notice in Council’s Noticeboard section of the local newspapers stating that Council has discontinued the statutory procedures pursuant to s.119 and s.223 of the Local Government Act 1989 regarding General Local Law (Amendment 1 of 2019).

Council will write to all those who made submissions and lodged petitions to inform them of Council’s decision and endorsed the continued application of the current General Local Law (2014). Council will revisit the review of the General Local Law within 12 months of its sunset in 2024.

Enhance organisational development and implement governance best practice

Development of South Gippsland Shire Council’s Good Governance Framework
Council adopted the ‘South Gippsland Shire Council Good Governance Framework’ and requested a public report at six monthly intervals to measure progress against the Framework until the end of the Administrators’ Term and thereafter in the Annual Report.

Good Governance Framework – Policy Review: Public Participation in Meetings with Council Policy
Council resolved to rescind all previous Council resolutions related to the Public Participation in Meetings with Council Policy and adopt the ‘Public Participation in Meetings with Council Policy (C65) – December 2019’.

Council will make the updated policy available on Council’s website.

Administrators’ Community Update
Council adopted the Administrators’ Community Update – December 2019 and will publish a copy of the Update in the Meeting Minutes.

Council also resolved to provide a copy of the Update to the Minister for Local Government, Hon Adem Somyurek MP and to receive the next Update at its June 2020 Meeting.

Ordinary Council Meeting Timetable 2020
Council resolved to set the dates (below) for the Ordinary Council Meetings in 2020 to be held in the Council Chambers, Leongatha and authorise the CEO to change a Council Meeting location due to the nature of business and availability of the Council Chambers. Council will provide reasonable notice to the public via local newspapers and Council’s website should a change in Meeting time or location be warranted and noted that Special Meetings are called from time-to-time. As far as practicable reasonable notice to the public via local newspapers and Council’s website will be provided in these instances.

Rate Capping Efficiency 

Council deferred receipt of the report ‘identify efficiency measures that Council has achieved since the introduction of the Victorian Rate Capping System’ until the June 2020 Meeting.
