In a world where bears live above ground and mice live below, Celestine is a young mouse who lives in the underground world of rodents. She lives in an orphanage, loves to draw but must soon study dentistry, and so travels above ground to collect bear cubs’ lost teeth from underneath pillows. On her travels she meets starving bear Ernest who attempts to eat her. When she convinces him not to and leads the way to a cellar full of food, an unlikely bond forms between the two. But as they soon discover, not everyone – above ground or below – is so accepting of their unprecedented friendship.

A young boy is raised by his grandmother, Madame Souza, in the French countryside. She buys him a bicycle and encourages his dream of winning the Tour de France. However, he gets kidnapped by a group of Mafia gangsters and taken to the big city of Belleville, where he is used for his bicycling prowess in an elaborate gambling scheme. Along with her faithful companion Bruno, Madame Souza sets out to rescue her grandson.
